The legal floor rarely gets you loads. Most brokers and shippers want $1,000,000 in auto liability and $100,000 in cargo before they tender freight, and a lender will require physical damage on a financed truck. Why Texas trucking prices the way it does

Underwriters do not see one Texas. They see a garaging ZIP, a radius, and a commodity, and each one moves the rate. A dump truck parked in Lubbock and a day cab pulling containers out of Barbours Cut both carry Texas plates, and they can land at very different prices.

Traffic comes first. The I-35 corridor through Austin, the I-45 and I-610 interchanges in Houston, and the I-635 and I-35E mix in Dallas put heavy trucks in stop-and-go traffic for hours a day. More miles in congestion means more rear-end and lane-change claims, and carriers price for it.

Weather is next. North Texas sits in one of the busiest hail zones in the country, which shows up in physical damage rates. The Gulf Coast carries hurricane and flood exposure from Brownsville to Beaumont. The Panhandle and West Texas bring ice storms, high wind, and blowing dust on I-40 and I-20.

Then the freight. Oilfield work in the Permian and Eagle Ford, cross-border loads through Laredo and the Rio Grande Valley, petrochemical runs along the Houston Ship Channel, and cattle out of the Panhandle each carry their own loss patterns. Some carriers want that business. Others will not quote it at all.

Texas courts round it out. The legislature passed House Bill 19 in 2021 to change how truck crash cases are tried, but liability pricing still reflects years of large verdicts.

So the agent matters as much as the truck. One who knows which carriers want your ZIP, your radius, and your freight can find a price a single-carrier website never shows you.

What insurance does Texas require for commercial trucks?

Texas intrastate carriers running vehicles over 26,000 lbs need at least $500,000 in liability, filed with TxDMV on a Form E. Placarded oil and petroleum loads need $1,000,000, and certain hazmat needs $5,000,000. If you haul for hire across state lines in a truck over 10,001 lbs, FMCSA requires at least $750,000 for general freight.

Can I get truck insurance with a brand-new authority?

Yes. Fewer carriers write new authorities, so the first year costs more, but coverage is available. Years of CDL experience, a clean MVR, and time driving for another carrier all help. Many new operators also price out leasing on to a carrier for year one and compare the two.

What is a Form E in Texas?

A Form E is the proof of liability insurance your insurer files electronically with TxDMV. TxDMV will not grant or keep your intrastate operating authority without it. You do not file it yourself, but you are responsible for keeping it active. If the policy cancels, the filing cancels too.

How fast can I get covered?

Once you pick a policy and make the down payment, the agent can often bind coverage the same day and send your Form E or FMCSA filing right after. Hazmat, large fleets, and tough loss histories take longer to underwrite.
